Functional test for "dataHandler" operates on illegal workspace

Description
The functional tests for "dataHandler" operate on an illegal workspace (-99) because the BE_USER isn't fully initialized (workspaceInit and consorts).
So when extension 'workspaces' in installed the (functional) unit tests produce a different result.

Patch was abandoned on gerrit after same discussion, the issue itself is solved anyway - functional tests take care of loading extensions on their own.
