ResourceStorage::dumpFileContents() filename in header needs improvement

Description

In ResourceStorage::dumpFileContents() a Content-Disposition header is sent but the filename isn't between double quoutes. this is needed because the filename can contain spaces.

Further should the Content-Dispositon header also send when $asDownload isn't set. Then with value "inline" see http://tools.ietf.org/html/rfc6266.
This to have the correct filename when you try to save the dumped file.
