Security Fix #62723 breaks frontend caching if config.prefixLocalAnchors is set to "all".
To reproduce:- Install TYPO3 >= 6.2.9
- Set config.prefixLocalAnchors = all
- Active Admin Panel: config.admPanel = 1
Caching will be turned off for some reason.

As long as you are logged in as backend editor, caching is turned off on purpose to avoid potential bugs during preview.
In general it is recommended to not use prefixLocalAnchors and configure absRefPrefix correctly instead.

But why does caching actually work when I downgrade to 6.2.8 + BE login?
That's confusing to me.

My pagespeed-tests confirm that prefixLocalAnchors disables the whole page caching even if not logged in to the backend.
