'Create empty page' during FIRST_INSTALL in install tool behaves confusingly

Description

If you do a clean new installation using FIRST_INSTALL option, the last question you get is 'The Installation Wizard can create an empty page at the root of your website to help get you started. If you would like to use this option select "Create empty starting page"'

You get the choice between 'Create empty starting page' and 'Take me straight to the backend'. The button below says 'Open the TYPO3 Backend'. If you select 'Create empty starting page' and click the button, it will create the empty page, but it won't open the Backend (and it gives no feedback of what happened).

If you click it again, it will create another empty page. You have to change to the second option and then click 'Open the TYPO3 Backend' to actually go the backend.

Hey Loek,

I'm unable to reproduce this, as this works for me. Can you give me some more details? Or even try it with the latest TYPO3 v9.5.13 version?
