Description
if the user settings are empty, the constant editor doesn't show any constants because there is no fallback to 1st item.
to reproduce:
- check constants editor > some constants are shown
- switch to user settings > clear settings
- switch to constants editor: the select menu shows "content" but no constants are there
- apply patch & retest
