In TYPO3 11.5.16 with Firefox 91.13.0esr (64-Bit) the following happens if you try to drag&drop a custom page type page into the page tree:
Permisssions are not the issue, the page type is created excactly like this https://docs.typo3.org/m/typo3/reference-coreapi/main/en-us/ApiOverview/PageTypes/CreateNewPageType.html, all other (major/current) browsers work.

Edit: the default page types (Standard, Folder etc.) work fine, you can drag&drop them from the typo3-pagetree-toolbar into the pagetree.
