I realized this when I was building a multi-language website.

The most language keys for Simplified Chinese are ch, like the translation server, the Languages module in BE, the .XLF file. However, when I create a website language record in BE and choose Chinese in the dropdown list, the key is zh instead.

As we known, zh is the key of Chinese, but Traditional Chinese for now, and ch is for Chamorro actually. For Simplified Chinese, I think it should be `zh` too, since both are Chinese.

According to how WordPress(https://make.wordpress.org/polyglots/teams/) and Drupal(https://localize.drupal.org/download) do for this, I suggest to use zh_Hans for Simplified Chinese and zh_Hant for Traditional Chinese.

I guess it would not be easy to fix, but I'm happy to help.
