Some values from localconf.php are not displayed correctly in install tool

Description

I have figured at least the 2 following values [im_negate_mask] and ['im_no_effects'] are always displayed as enabled even if their value is set to 0 in the localconf.php. some other values might be affected.

This is missleading when you attempt to tweak your settings.
