Usability improvement: add a section menu at the beginning

The idea Jens and me had is to make the sections collapsable and adding a link to open all sections. We also thought about tabs, but concluded that they are not as good as a collapsable accordion. With an accordion you can still use the browser's search function to go to an option further down, with tabs this is not possible.

The issue is very old, does this issue exists in newer versions of TYPO3 CMS (4.5 or 6.1)?
