Hide the option to create a new MySQL database within the 1-2-3 wizard, if the MySQL user has no permissions to do so.

[FEATURE][INSTALL] Check MySQL privileges to create new databases

Hide the option to create a new MySQL database within the 1-2-3 wizard,
if the MySQL user has no permissions to do so.
