Why did you set the Category to Frontend? I'm pretty sure that template.php is only used for the Backend.

As there has been even another bug introduced, I'm processing both issues together in #27774.

As i found the typo i've searched for frontend output of "<meta http-equiv="Content-Type" content="text/html; charset=utf-8">" to change it to valid html5 "<meta charset="utf-8" />"
