Refactor to t3lib_http_Request for external URLs

Description
As t3lib_http_Request is in core now, we can use it for external URLs.
First tests show, that this even improves the speed quite a lot :)
This will solve most outstanding bugs with external link checker.

Will be fixed by refactoring with #28915. We will use the default TYPO3 user agent.
