EM: Make window full-screen mode configurable

Description
I don't think is is very convenient to display full-screen windows. Maximized modal windows are not yet used anywhere in the system and one has to find the closing [x] at first. The problem might be that even on the first click in the extension listing the info is maximized. These windows can not be closed easily, because of the tiny X and no OK/ABORT button within the content.
