BE-Module User Settings is empty on first opening

Description
If you log in into TYPO3 4.7beta3 an click on the User Settings Module, then there is no Tab activated and there is no Tab-content visible.
You have to click on a tab to see the content...

This issue was already resolved. The opening from the gerrit is from a wrong code review.
