Click on language flag results in permission problem with sys_file_metadata

Description
Hello Core-Team,
sys_file_meta is multilingual, so for each file the BE-User gat click on language icon and get some language flags in next row. If he click on one of this language flags he gets following message: Attempt to modify table 'sys_file_metadata' without permission
So...if he has no permission to create new language records, maybe it's better to remove this icon completely.

Yeah,
it's like this: "checkModifyPermissions" for the sys_file_metadata in order to show the edit icon and the language flags. This is needed.
Btw: Same check needs to be done in the Page module to show the "Edit page properties" icon.
