Description
Move marker substitution functionality from core/Classes/Html/HtmlParser.php to it's own class core/Classes/Utility/MarkerUtility.php
Todo:
- replace all occurences in the core
- write deprecation file
- re-introduce the old static methods by just calling the new ones with deprecation
