State of language selection in page module not stored across sessions

Description

I experience the problem, that in version 11.5.5 the state of the language selection in page module is not stored across sessions for some users. So, if you logout and login again the language is set to the default language and not the previously selected language.

I don't recognise a pattern for which users it is stored and for which not. Also resetting the user settings for a user where this occurred had no effect.
