Elements in the workspace will be created as a reference only. Correct publish is impossible

Description

Create element in workspace will only create reference to itself.
If the page also created in workspace, the page will be created after publish but all content would not be published but deleted from workspace.
If the page created live, all elementes (also old) will be a reference to itself an the page in FE is empty.
In the preview, everything looks good

It's currently impossible to publish new elements
