Description
Configurations inside an existing additional.php should be respected and skipped if existing (for example database configs or charset/tableoptions). At the moment, tables will not get created with the target charset if something different from the default is defined within the additional.php during setup.
Both the GUI based web installer or for example the TYPO3 Console setup:install command are using those from the additional.php and will not ask additionally for them when given.
