Error in frontend when clearing all cache in BE - "Cannot instantiate trait tryFrom"

Description

When clearing "all cache" in backend sometimes in frontend after page reload i got
"Core: Exception handler (WEB): Uncaught TYPO3 Exception: Cannot instantiate trait tryFrom | Error thrown in file /var/www/html/vendor/typo3/cms-core/Classes/Utility/GeneralUtility.php in line 2969.".

After reloading again the page works fine.
