I tried to create a custom inspector editor like this:

However it seems that currently it is not possible to use multiValueProperties since the inspector editors that allow multi values are hard coded in \TYPO3\CMS\Form\Domain\Configuration\FrameworkConfiguration\Extractors\PropertyCollectionElement\MultiValuePropertiesExtractor and \TYPO3\CMS\Form\Domain\Configuration\FrameworkConfiguration\Extractors\FormElement\MultiValuePropertiesExtractor.
