Read TYPO3 configuration from folder structure reflecting current environment

Description
Developers often need to set different configurations for each environment.
They can currently achieve this using the additional.php configuration file as an entry point, either by adding conditions within it or implementing more complex solutions.
To establish a standard, TYPO3 could offer configuration loading from nested folders, with a structure that reflects the current environment name.
