Install-Script ends with "No input file specified"

Description
After installing dummy and source and setting up the typo2_src-Symlink I call the install-Script with http://www.mehr-infos.de/typo3/install/index.php and get the message "No input file specified." - no entry is found in the apache-error-log
I am running on the same server several other typo3-Installations (3.7 to 3,8.1) and I am more than 99 % sure, that the unix-rights and symlinks are correct.
I used the tar.gz-Files from sourceforge.net (downloaded today)
I am running PHP as CGI - maybe this this related ?
PHP Version 4.4.2RC2-dev
Apache httpd 1.3.27
MySQL 4.0.24-max

I just added some files to make the search easier and it seems to be that there is a general server-problem with this Domain as even a simple phpinfo does not give proper output.
I will update here if the problem is solved by our provider (which I assume) or if it is a TYPO3-issue.

Problem solved - it was NOT a TYPO3-Issue. The provider had a miss-configuration in the webserver (which applied only to new domains) ...
So this issue should be closed !
