0002126: Updating encryption key sets compat version to same value

I have made a new install on an empty database from the latest CVS of January 11th core but this error still exists.
I have copied only the typo3conf folder from an older installation.

Update Wizard:
1 - select update-wizards to perform
changeCompatibilityVersion
Your current TYPO3 installation is configured to behave like version a7aeed74714116f3b292a982238f83d2c1b6d2d0d946504d09a471e05d3907c96f12c2be8c010b62d1e3a5c0544961ff of TYPO3. If you just upgraded from this version, you most likely want to use new features as well. In
