unable to set up all be user options

Description
cant set up some be_user-fields:
- Page types access
- Select tables
- Modify tables
- Non-exclude fields
- Explicit Allow/Deny
- Limit to languages
- Custom options
that fields including "Include Access List" is not available/visible the setup for a be user.
admin can still work with all pages and contents but all other not.
the missing fields are still listet, when I to "Compare User Setting",
but all of that listet above has no values,expect "Explicit Allow/Deny".
The entries there appearing italic and gray.
All rights expect in the missing fields and also the theModule "Access" are set.
using simulatebe, but removed the reference from the fe user for the testet be user

sorry: TYPO3 Version is 4.0 final
maybe it's not a bug but I have no Idea, where I can configure it right.
I'm not a PHP-Freak but only a TYPO3-User.

Hi,
You can configure everything you described in BE groups, and not BE users.
If you still think this is a bug, please reopen the report.
