Update Failed! message even when update did not fail!

Description

when you are using the update wizard in the new install tool and i.e. don't want to have any of the additional extensions installed like recycler, versioning etc than we receive always an error message:

Versioning and Workspaces: Install System Extension

Update FAILED!

This is very confusing and should better be renamed to "No additional Extensions installed" and not "Update FAILED" as the update did not fail at all!

Please check out #24583, which "solves" that problem (the wizard always "passes") and also adds the skipping of this wizard in future calls (never show again). Should improve usability a lot.

Its pending in the core list, its pretty simple, please test and we can have that in in 4.5.0 tomorrow. Thanks!
