Have an element with Flexform Section, one user who has access to only the second language: https://i.imgur.com/9VPVFyJ.png

When login with the non-admin user, It can not expand the records, https://i.imgur.com/Biw6JJ9.png,

Language limit to one secondary language as per my screenshot.
