TYPO3 Core

Move top frame detection into a utility module
that exposes the top TYPO3 and window object
and provides a helper method for cross-frame
shared instance registrations.

This is to ensure we into top.* directly
without checking whether that's a TYPO3 instance.
(seems like that conflicts with some acceptance
testing frameworkes like cypress or playwright which
render the testcase in an iframe itself)
