Set max in filemetadata and adjust language column length

Description
There is no max length set in the TCA configuration for the sys_file_metadata varchar columns. This allows the the user to submit the form with too long values in the input fields which causes an SQL error.
Additionally the "language" column for the File Language is too short varchar(12).
