openLanguage drop-down in element edit view causes Mixed Mode translation

Description
Steps to reproduce:
- Create an english page.
- Translate the page to german.
- Create a content element on the english page.
- Run the translation wizard to translate this element to german. Select "Copy" to get a "Free Mode" translation.
- Add a second content element to the english page.
- Edit the element properties of this second element.
- In the docheader of the edit view there is a language dropdown field. Select "German [NEW]" to translate the element.
Actual result:
The second element is translated in "Connected Mode" which does not match the "Free" translation mode of the first element.
The german page is now in a "Mixed Mode" translation which needs to be fixed manually before the translation wizard can be used again.
Expected result:
The translation via language dropdown field should respect the current translation mode and translate the current element in the same mode.
The second element should be translated in "Free Mode" because there is already a "Free Mode" translation on the target page.
