The multitude of places where administrators can configure Extensions now has become quite confusing.
If an extension provides default settings via site sets I would hint from the Extension settings in Admin Tools > Settings > Extension settings to the fact that site settings excist and might offer additional settings on a per site basis.
Maybe something like this:
As we are in install tool context here I would probably keep it simple and only check if the extension has at least one site set that contains a `settings.definitions.yaml`
