Use new format of permission preset

Description
With introduction of deployable backend group permission presets (see https://review.typo3.org/c/Packages/TYPO3.CMS/+/85577) we should same format for permission sets in CORE. For that reason we should align ext:install default group generator preset format with latest iteration.
