"Select a position for the new page" displayed where adding content is not allowed

Description
After clicking on the yellow folder icon and selecting from more options... 'Create New' wizard' a list of folder is presented under "Select a position for the new page: " No arrows are displayed where to stick the new page as access richts prohibit adding content. This is confusing for a user as it looks like they are half way creating new content but are not allowed to do so in the end.

TYPO3 Version too old.
The reported version is no longer maintained.
If this bug still persists in 4.0.1, please re-open it again and set the field "Product Version" to the corresponding version.
