rtehtmlarea 0.5.x not loading in IE without execution of ActiveX controls being enabled

Description

rtehtmlarea >= 0.5.x is not loading on my typo3 3.8.0 / IE6.
The plugin window is only displayed the "rte loading" information, but nothing happens.
It looks like a new feature, which use ActiveX components.
When I activate the ActiveX Elements which are safe for Scripting the Editor is loaded.
Because normaly I don't activate ActiveX, I step back to version 0.4.72.

You do not need to enable the download of ActiveX components, but you need to enable the execution of ActiveX controls.

With version 0.5.9, a new message will be displayed if execution of ActiveX controls is not enabled, although the message apparently cannot be displayed if ActiveX is completely disabled (in such case the TYPO3 backend does not work either).

If you do not wish to enable the execution of ActiveX controls, the solution would be to use Mozilla, Firefox or Netscape.
