Description
There's a problem in plainMailEncoded(): if non-ascii input is to be sent over, the mail headers aren't QP-encoded (8-bit headers seem to be RFC violation).
Seems like julle_encmailheaders, onet_correctform, iwi_phpmail authors were working around this deficiency, maybe this could be solved once and for all?
#14851 is another bug (thanks Stanislas Rolland for both pointing it out and me to the correct place).

Err... please close as INVALID, the "fix" is:
config.notification_email_encoding = quoted-printable
