Basic Configuration uses different scheme to write im_path to localconf.php

Description

In an installation where im_path is not yet set, when I go to "basic configuration"'s "Check Image Magick" section and enter the path to IM, it is detected ok.
But afterwards in the "update localconf.php" section below, a value for "[GFX][im_path]="is not shown or selectable.

OS is Linux (2.6.8-24.11-smp)

Issue does occur with 4.4.1 (only 4.4 version tested)
issue does NOT occur with PHP 4.3.x

issue verified with TYPO3 3.7.0, 3.8.0, 3.8.1 - all the same.

Hm, I could not reproduce the exactly behaviour but noticed that Basic Configuration writes $TYPO3_CONF_VARS['GFX']["im_path"] (double quotes) and All Configuration writes $TYPO3_CONF_VARS['GFX']['im_path'] (single quotes)
