Description
After upgrade of a working TYPO3 3.8 installation with today's TYPO3Core with the install tool and update of the tables, I do always get a lost access to the homepage.
There has not been any error message in the install tool. Only the import of the static tables did not work. The backend works fine.
Forbidden
You don't have permission to access /myhomepage/index.php on this server.
Additionally, a 403 Forbidden error was encountered while trying to use an ErrorDocument to handle the request.

This error depends on 0002311.
This error really blocks me. So I cannot continue to test the TYPO3 4.0Beta any more.

Are you sure this is a bug?
There are lot's of Installations NOT dealing with this problem.
Notice:
If you change the TYPO3 Source Code with a symlink, the symlinked file "index.php" has been overwritten - which resets the permissions for that file.
If you unpacked the TAR file as root for example the file "index.php" will have it's permissions set to root as well.
Double check that please and get back to this bug then.
If changing permissions solves your problem, also tell us within this bug.
If I don't hear anything from you within one week, I will close this bug.

I have now set all rigths to the TYPOcore directory with chmod 777 TYPO3core.
Now this works.
