A few ideas to improve the efficiency of space for the BE pagecontent layout.
I understand that the way the BE code is presented that moving things about tlike this may be a lot of work.
Notice the new content icon is reflected, this is to show that they are not the same function, one creates content at the top of the column, while the other creates content below the current item.

Sorry, but layout issues are out of question for this release.
But please don't hesitate on sharing layout ideas - join the design newsgroup and help us on the development for the skin for version 4.5
