config.language takes no effect

Description
config.language = de takes no effect.
The website contains two page trees for every language.
Every tree is initialised by config.language = de and config.language = en.
The search form in the german part is still in english.
I am using
Typo3 4.0rc2
Indexed Search Engine 2.9.0
German language pack 1.0.0
I get an error when I switch the language to german in the user setup:

The selected language is not available before the language pack is installed.
Please ask your system administrator to do this.
----
Subsequently, most parts in backend are in german. Some parts are still in english.

I had the same problem.
Seems that typo3 4 doesn't work well with the Language Pack extensions.
Solved the problem by downloading the language files from
http://194.117.233.66/typo3/t3l10n/typo3conf/l10n/status.html
and unpacking them in the typo3conf/l10n folder.
Following the appendix from the typo3 4 rc1 news:
The translation-framework currently is in a phase of a transition. The former well known localized csh_* extensions, that used to provide the localized labels are deprecated as of version 4.0. If you need localization-support for testing of the release candidate follow this instruction:
- create a folder by the name of typo3conf/l10n
- get the localization as .tgz distribution from http://194.117.233.66/typo3/t3l10n/typo3conf/l10n/status.html
- unpack the .tgz into typo3conf/l10n (keeping the folder [locallang-key])
A more comfortable solution will be in place for final release of 4.0

Closig as this seems to work now (4.1) and both Mantis users are not active (when writing this note).
