Checking or updating translation fails with Curl

Description
If Typo3 is configured to use Curl the tanslation handling fails.
In Installtool set:
[SYS][curlUse] = 1
#change according your system
[SYS][curlProxyServer] = http://proxy:port/
In EM:
Menu: Translation Handling
Button: Check status against repository
I experienced this on a Windows test installation. I don't know if it also affects installations on Linux.

Grr! The category should of course be "Extension Manager".

This Problem seems to be related to bug 1657.
I've downloaded revision 1649 of TYPO3-Source from SVN, but still have the same probleme.
Some more information:
If I "Check status against repository" I get al lang list of this error:| SYSTEM or PUBLIC, the URI is missing |
If I "Update from repository" I get the following error:
|SYSTEM or PUBLIC, the URI is missing| sv
Fatal error: Cannot use string offset as an array in D:\wos_1.1.2_typo3_4\www\typo3\typo3\mod\tools\em\class.em_index.php on line 1204
