Where in this documentation is there a url to download "dummy-package"?

Try the "Download" link on top of the mentioned page.
Please note that the tutorial was written 2.5 years ago for an outdated TYPO3 version. Some things have changed since then.
Please refer to the news lists at news.netfielders.de [1] for further information. And search the archives [2] first!

The package you get when you click the download link is not the same one that's referred to in the tutorial. Go to this page:
http://typo3.org/documentation/document-library/tutorials/doc_tut_templselect/current/view/1/3/
It makes mention of a "part1/" folder. There is no "part1" folder in there.
"To follow this tutorial you should now copy the contents of the folder "part1/" from this tutorial extension into the folder "fileadmin/template/main/"."

If you download that extension, you'll surely find the directory within the extensions dir. At least it's in the repository [2].

Please don't post issues here that seem to be bugs. Generally.
There's plenty of manpower on the newslists, so feel free to ask there as long as you're not sure, whether you faced a bug or not.

Fundamentally, anything anyone posts to a bug report board is "something that seems to be a bug", given that only the developers can determine for sure. Do you agree?

Fundamentally, a call like "help me reading the documentation" doesn't belong here, although I must admit that the docs are not satisfactory in many places.

You could interpret any bug report that doesn't pan out to be an actual bug as "help me read the documentation." or, in the case of program errors, "help me use typo3."
