For the main template constants are defined through an include statement:
<INCLUDE_TYPOSCRIPT: source="FILE: fileadmin/maintemp_const.ts">
The external file lists the constants in the following way:
- cat=synplate/other/e; type=string; label=Header navigation PID:Below which page is the structure for the header navigation?
pidHeaderNavigation = 313
When changing to the constant editor the category 'synplate' doesn't get listed.
In case the content from the included file is pasted directly into the constant field within the backand (and the include statement removed) the category gets listed up.

As this report is very old, is the handling in newer TYPO3 CMS Versions (like 6.0/6.1) more like you expect it?
