CSC-Table Rendering handles field- and text-delimiters wrong/unintuitive

Description
The table-rendering code is splitting each row first by the Field Delimiter and is removing the text-delimiters afterwards. See lines 187>>194 of tx_cssstyöedcontent_pi1.php.
That causes the following strage behavior:
"foo|bar"|baz|"bam" >> <td>"foo</td><td>bar"</td><td>baz</td><td>bam</td>
Please notice that the field delimiter is also splitting the quoted areas.
That is completely violating the sense of setting a text delimiter. The correct behavior should be like this:
"foo|bar"|baz|"bam" >> <td>foo|bar</td><td>baz</td><td>bam</td>
The Table Object would be much more usable for displaying exported csv-data if this issue would be fixed.

The issue is very old, does this issue exists in newer versions of TYPO3 CMS (4.5 or 6.1)?
