you can not build nested bullet lists in IE (tested with IE6 and IE7).
if you hit shift enter after a bullet line, the bullet list icon doesn't snap back
and you can not nest another bullet list.
In Firefox this is working as expected.

SHIFT-ENTER will produce a br in both browsers and in Safari as well.
If you press the TAB key or the Indent button, then you get a nested list.
I believe it works the same way in Open Office.
