Of course it would be much nicer if Tabs are enabled by default in Page record.
this can be done fast with a big effect on usability.
some Problems:
1) the palettes
fe_group AND "starttime,endtime,extendToSubpages" are not referenced in any type! - so they are always displayed at the end!
2) Extensions like TemplaVoila and Templateselector should be modified to add
--div--;LLL:EXT:cms/locallang_tca.xml:pages.tab.design
Solutions:

1 -> solved by adding a general tab "visibility" with the fields access and start and stop time
- General
- Meta (keywords...)
- System (tsconfig / Storage_pid)
- Options (localisation settings, plugin, login_mode)
- Visibility (access, start-stop)
