Description

Extensions like extdeveval use a hook for fetchContentTopmenu.
There is no rendering of this method in new Backend.

I added a new class as skeleton, which use the hook and return a ul with menu items.
(issue imported from #M7214)

won't fix. backend.php has it's own more modern ways to add items to the new toolbar.
