Description

Ext-Cache is Admin-only

for page-cache i introduced 2 fields, one in be_user, one in be_groups:
Allow clear cache

If this is checked in user-recored or in a group-record where user belongs to the flag $BE_USER->allowClearCache is set to true.

i totally forgot the userTS settings
options.clearCache.pages
options.clearCache.all

i will modify the patch soon.

new (more simple) patch is attached which checks the userTS, no new fields now.

resolved as in the old backend ... caching stuff for admins only, committed to SVN
