TSREF: Improve introductory section of special=rootline

Description

Problem:
In the introductory section of TSREF special = rootline the following sentence leads the reader into nowhere:

(For a description of “rootline” see further up in this document.)

If you search backwards for 'rootline' you will not find a paragraph that tells you what the rootline is for.

Solution:
a) delete the sentence completely
b) Somebody writes a short decription of the rootline conept somewhere else and we could refere to that one.
