Cannot disable helptext for user-administration interface

Description
I was unable to disable the detailed helptext for user-administration interface. The setting responsible for detailed helptext has been disabled and is respected in other BE Interfaces.

I'll correct: The issue appears on any tca-table interface in backend which is able to show detailed help-texts (f.e. pages properties).
Also I was able to partly resolve the issue:
After selecting "user settings" -> "startup" and selecting the item "Display no help information" instead of the previously selected "Display help icon only" there are no more detailed help-texts displayed. This is the state as before updating to 4.2.2 and having "Display help icon only" selected.

I don't remember this problem in older versions.
However, I checked this with current trunk in User-Administration -> Edit User and in Web > Page -> Page properties.
All 3 options for "Context Sensitive Help mode" work correctly.
I cannot reproduce the issue.
If you still have the problem, please reopen this bug report and provide more information.
