Description

Currently the Page module shows several buttons to create and edit content elements and pages.
As these buttons aren't available in other places (e.g. List module), this is an inconsistency and users should lern to use the green-plus-icons.

This behavior can be reverted by setting 

mod.web_layout.disableBigButtons = 0
, which has always been available.

This change is part of the new backend skinning work, but kept as separate RFC, because not directly related to the skin.
